ANALYSIS OF STRATEGIC PERSPECTIVES OF THE EFFICIENCY OF PUBLIC ADMINISTRATION IN THE CONDITIONS OF EUROPEAN INTEGRATION

Public administration in Ukraine is currently developing under
conditions of profound and multidimensional transformation of social relations caused
by the long-term influence of internal military and economic risks, as well as complex
external geopolitical challenges. Such circumstances substantially affect the functioning
of state institutions and necessitate a reconsideration of traditional approaches to
evaluating the effectiveness of public governance.
The conditions of martial law, structural economic changes, institutional
instability, and the rapid digitalization of administrative processes have significantly
altered the criteria used to assess the activities of public authorities. Approaches focused
predominantly on formal legal indicators or quantitative performance measures are
gradually losing their analytical relevance and practical explanatory value. At the same
time, Ukraineʼs fulfillment of its obligations within the framework of European
integration contributes to the formation of a renewed model of public administration
oriented toward institutional sustainability, functional adaptability, and compliance with
European governance standards.
Under contemporary conditions, the effectiveness of public administration is
increasingly determined by the ability of state institutions to ensure the uninterrupted
provision of administrative and social services, maintain institutional continuity during
periods of crisis, and adapt management mechanisms to rapidly changing social and
political realities. Equally important are the optimization of budget expenditures, the
rational use of economic and human resources, and the preservation of public trust in
state institutions and civil society.
In this context, academic and professional discourse is increasingly focused on
rethinking the concept of «public administration efficiency» as a complex and
multidimensional category that incorporates institutional, organizational, personnel,
procedural, and technological dimensions. At the present stage, it is insufficient to
evaluate governance effectiveness solely through indicators of administrative efficiency
or resource optimization. Increasing significance is attached to such characteristics as
institutional resilience, adaptability to crisis conditions, innovation capacity, digital
transformation, and the coherence of interactions between different levels of government.
Particular attention in the context of Ukraineʼs European integration process
should be devoted to the assessment of institutional and personnel capacity, the quality
and consistency of regulatory frameworks, and the degree of digitalization of
administrative procedures. These elements should be considered not only independently
but also as interconnected components of an integrated system of public governance.
The purpose of this study is to comprehensively examine the essence of public
administration efficiency under conditions of social and institutional transformation and to identify the principal criteria and parameters for evaluating the effectiveness of
managerial decision-making. In addition, the study includes a comparative analysis of
relevant European approaches to assessing public administration efficiency with the aim
of formulating proposals for improving domestic evaluation methodologies in the context
of Ukraineʼs European integration trajectory.
The theoretical and methodological basis of the research combines institutional,
competency-based, and procedural approaches. The application of this methodological
framework makes it possible to analyze public administration as an integrated system of
continuous interaction among institutions, administrative processes, legal norms, and
public actors.
The practical significance of the research findings lies in their potential
application to improving mechanisms for evaluating the activities of state and municipal
authorities, developing strategic planning and forecasting instruments, enhancing
legislative regulation, and modernizing the civil service system and personnel policy.
