DIGITALIZATION AS A KEY INNOVATION IN PUBLIC ADMINISTRATION IN UKRAINE

Abstract

The article examines the essence and features of the functioning of
digital transformation processes in public administration.
The main challenges of digitalization are analyzed, in particular, the uncertainty
of the principles of state policy in the innovation sector regarding the functioning of the
innovation and technology market, the formation of an innovation culture; uncoordinated
investment and innovation state policy; dispersion of relevant financial resources,
imperfect statistical methods for assessing the state of innovation activity; low level of
international cooperation in the innovation sector; outdated regulatory framework;
insufficient level of digital literacy of civil servants and limited interdepartmental
integration. Key aspects of digital transformation are identified, including automation of
administrative processes, development of e-government.
The main directions of digitalization as a factor of innovation in public
administration should be the following steps: transition to digital governance (e-governance), transformation of public services, creation of new interaction tools, the
digitalization of which contributes to the establishment of effective cooperation between
public authorities and citizens through electronic platforms, among which the following
can be distinguished:
– «Pulse» (updated): a single state platform for dialogue between government and
business;
– «Diya» – a state online service that provides over 70 services and significantly
simplifies bureaucratic procedures;
– DREAM (Digital Restoration Ecosystem for Accountable Management):
A platform for transparent planning and control of the restoration of Ukraine,
which allows citizens to «key processes at all stages of public investment
management in real time, implementing the best global training practices and the
highest standards of transparency and accountability;
– Electronic Consultation Platform (consultoms.in.ua): This platform aims to
provide the opportunity for effective and fast consultations and dialogue between
the Verkhovna Rada Committee, state authorities and local self-government
bodies (LSG);
– Development of e-democracy (e-DEM): Implementation of the tools «Public
Budget», «Local Petitions» and «Public Consultations» for the active involvement
of citizens in local governance;
– Cybersecurity and digital education.
As a conclusion, the article emphasizes that digitalization in public administration
is moving from a Digital State to an Agentic State – a state where AI helps make decisions,
automates processes and creates a new level of interaction with citizens. The launch of
Diya. AI is the first important step on this path. We integrate artificial intelligence into
public services so that Ukrainians receive public services quickly, easily and with a single
request.
