WATER SECURITY AND DIPLOMATIC MECHANISMS FOR RESOLVING RESOURCE CONFICTS

Abstract

The article provides a comprehensive analysis of water security and
defines the role of diplomatic mechanisms in addressing resource conflicts under
contemporary conditions. The relevance of the study is driven by the growing importance
of water resources as a strategic factor of socio-economic development, environmental
stability, and national security of states. It is substantiated that water security occupies a
significant place within the structure of Ukraineʼs national security, as the condition of
water resources directly affects economic performance, environmental quality, and the
well-being of the population.
Particular attention is paid to the analysis of the strategic foundations of state
policy in the field of water use, as outlined in the Water Strategy of Ukraine up to 2050,
which is aimed at the rational use, protection, and restoration of water resources based
on the principles of sustainable and integrated management. It is demonstrated that the
effectiveness of public policy implementation in the field of water security largely depends
on the combination of domestic governance mechanisms with international instruments
of cooperation. In this context, water diplomacy is considered an important tool for preventing resource conflicts and for shaping stable models of interaction among states
in the use of transboundary water resources.
The natural and geographical features of water supply in Ukraine are analyzed, in
particular the dependence of a significant share of water resources on transboundary
inflows and their uneven spatial distribution. It is emphasized that these factors, along
with the impacts of climate change and increasing anthropogenic pressure on water
systems, intensify the risks of resource-related disputes. Special attention is given to the
current challenges to Ukraineʼs water security caused by military actions, which result
in the destruction of water management infrastructure, pollution of water resources, and
disruptions in water supply systems.
The study examines international legal and institutional mechanisms for resolving
water conflicts, including the provisions of international conventions, the activities of
international organizations, and the implementation of regional cooperation initiatives.
Examples of the successful functioning of diplomatic mechanisms in the field of
transboundary water use are considered, demonstrating the potential to transform the
conflict potential of water resources into a platform for international cooperation.
The findings indicate that effective water security requires the integration of
environmental, economic, and political-legal governance instruments. At the same time,
the development of diplomatic mechanisms contributes to the formation of institutional
conditions for aligning the interests of states, preventing conflicts, and ensuring
sustainable management of transboundary water resources at both regional and global
levels.
