REGULATORY FOUNDATIONS OF GREEN RECOVERY OF UKRAINEʼS WATER MANAGEMENT COMPLEX IN THE CONTEXT OF EUROPEAN INTEGRATION

Abstract

The article examines the regulatory foundations of green recovery of
Ukraineʼs water management complex in the context of European integration processes.
A systemic analysis of the current EU regulatory environment in the water supply and
wastewater sector is conducted, identifying critical gaps between the acquis
communautaire and Ukraineʼs legislative framework. Based on materials from NEFCOʼs
Green Recovery Programme for ten Ukrainian territorial communities, the primary
regulatory and institutional barriers hindering water infrastructure modernization are
identified. The necessity of introducing regulatory reform instruments is substantiated:
extended producer responsibility mechanism, risk-based tariff regulation, energy
neutrality requirements, quality standards for wastewater reuse, and integrated water
management based on the river basin principle. A system of regulatory measures for
improving public administration of Ukraineʼs water management complex, aimed at
gradually achieving compliance with the EU water acquis, is proposed.
