CONCEPTUALIZATION OF THE TRANSFORMATION OF THE HR FUNCTION OF UKRAINIAN IT COMPANIES: DEVELOPING A FRAMEWORK OF ORGANIZATIONAL RESILIENCE

Abstract

The article
substantiates the conceptual foundations for the transformation of the HR function of Ukrainian IT
companies under the conditions of the full-scale war. Modern scholarly approaches to strategic
human resource management, organizational resilience, crisis HR management and the digital
transformation of the HR function are analysed. It is established that existing studies mostly examine
separate aspects of organizational adaptation to crisis conditions, whereas the specific situation of
Ukrainian IT companies during the full-scale war remains insufficiently explored. Drawing on the
data of the National Bank of Ukraine, the legislation governing the Diia.City legal regime, the IT
Research Ukraine industry surveys and the Digital Tiger report, the study substantiates the key
drivers of HR-function transformation related to ensuring business continuity, diverse employment
formats, the mobilization of employees, veteran reintegration, the international mobility of specialists
and the changing value-based expectations of personnel.
The scientific novelty of the study lies in the development of a conceptual framework of
organizational resilience of the HR function of Ukrainian IT companies that integrates five
interrelated loops: the export-and-client, institutional-and-contractual, military-and-veteran,
mobility-and-migration and value-and-reputational loops. The proposed approach makes it possible
to treat the HR function as a strategic mechanism for ensuring adaptability, the continuity of business
processes and the preservation of human capital under conditions of a prolonged and complex shock.
The practical significance of the results consists in the possibility of using the framework as a
methodological basis for conducting HR audits, assessing the level of organizational resilience,
improving personnel policies and designing employee-support programmes in technology companies.
Prospects for further research are connected with the empirical verification of the proposed
framework, the development of a system of indicators for assessing HR resilience and the formation
of diagnostic tools for evaluating the maturity of the HR function of Ukrainian IT companies
