CONSULTATION AND ANALYTICAL SUPPORT TO LSG ON ISSUES OF A SAFE EDUCATIONAL ENVIRONMENT

The article provides a theoretical and practical justification of the
essence of consulting and analytical support for local governments in the field of a safe
educational environment in the context of the transformation of the public administration
system. It is determined that effective provision of security in the educational space
requires not only administrative decisions, but also systematic analytical support, which
includes the collection, processing and interpretation of information for strategic
planning, risk monitoring and making informed management decisions. It is proven that
consulting and analytical support is a tool for implementing state policy in the field of
education, which combines analytical, regulatory, communication and humanitarian
components, contributing to the formation of a culture of trust, responsibility and
transparency in the interaction of authorities and the community. Attention is focused on
the importance of the regulatory framework, in particular the Laws of Ukraine «On
Education», «On Local Self-Government in Ukraine» and the Concept «New Ukrainian
School», which determine the legal framework for the activities of local governments in
the field of educational security. It is emphasized that the development of consulting and
analytical support at the local level allows not only to increase the management capacity
of communities, but also to create conditions for the introduction of digital monitoring
tools, risk assessment and coordination of actions in crisis situations. It is substantiated
that the effective functioning of analytical structures contributes to the development of a
partnership model of governance, within which decisions are made on the basis of
evidence-based information, legal norms and social interaction. Special attention is paid
to the humanitarian aspect of consulting activities, which ensures the psychological
stability of educators, the development of managersʼ competencies and the strengthening
of the role of the community in the formation of a safe educational space. It is concluded
that consulting and analytical support is a strategic resource of public administration,
which forms a holistic system of evidence-based, normative and human-centered
provision of education safety in Ukraine.
