PUBLIC ADMINISTRATION AS A TOOL FOR IMPLEMENTING REFORMS IN THE HEALTHCARE SECTOR

The article examines the conceptual foundations of public
administration as a tool for implementing reforms in the healthcare sector, ensuring
systematic management processes, financial stability, and orientation toward public
needs. It is established that public administration in this field is based on the combination
of state regulation, organizational autonomy of healthcare institutions, and principles of
accountability. It is found that the human right to health forms the fundamental basis of
state policy aimed at creating an effective, transparent, and socially oriented
management system. It is emphasized that an important factor in the transformation of
the healthcare system is digitalization, which enhances the effectiveness of managerial
decision-making. It is highlighted that the establishment of the National Health Service
of Ukraine became an institutional prerequisite for transitioning to the financial model
of «money follows the patient.» It is stated that the functioning of the electronic healthcare
system (eHealth) contributes to financial transparency, standardization of service
delivery processes, and expanded public access to personalized medical information. It
is determined that the effectiveness of public administration directly depends on the
implementation of the Healthcare System Development Strategy until 2030, which
provides for the formation of fair rules for the functioning of the healthcare services
market. It is noted that the Law of Ukraine «On State Financial Guarantees of Medical
Services for the Population» established a new management paradigm focused on
performance and accountability. It is emphasized that the autonomy of healthcare
institutions creates conditions for financial independence, flexible resource management,
and the development of a competitive environment in the healthcare services sector. It is
found that the development of telemedicine creates a unified information space that
enhances coordination between levels of healthcare delivery and supports management
decision-making based on up-to-date data. It is summarized that public administration in
the healthcare sector of Ukraine has acquired the features of systemic modernization,
combining legal frameworks, financial stability, digital technologies, and the social
orientation of state policy.
