COMMUNICATION POLIC AS A SECURITY TOOL DEMOCRATIC LEGITIMACY OF PUBLIC POWER

The article examines the phenomenon of communication policy as a key tool for
ensuring the democratic legitimacy of public authorities in the context of the
transformation of public administration and the digitalization of society.
Public administration is considered as a social interaction that requires stable,
transparent and effective communicative relations between authorities and civil society.
The challenges of information provision are analyzed, in particular, the chaotic nature,
fragmentation and political bias of public communication.
Considerable attention is paid to the role of mass media, social networks, elements
of e-government and e-democracy in the formation of legitimizing interaction between
authorities, media and citizens. The impact of the oligarchic media model in Ukraine on
the communicative legitimization of political elites, as well as the threats of
delegitimization arising from manipulations, media scandals and weak trust in the media,
is highlighted.
The role of communication technologies (political advertising, PR, mediatization
of politics) in ensuring short-term legitimacy, which does not always transform into longterm support for public authorities, is separately analyzed. The study emphasizes the need
for systematic implementation of e-government, interactive digital platforms and new
forms of citizen involvement in decision-making as a prerequisite for the formation of
stable, democratically legitimate public authorities.
