INTERNATIONAL INFORMATION POLICY AS AN OBJECT OF PUBLIC ADMINISTRATION

Abstract

The article determines that in the modern realities of the global development of the
information society, the problem of state and administrative principles of the formation
and implementation of the international information policy of Ukraine in the context of
digital transformations is clearly becoming the subject of scientific research.
Among the many scientific approaches to the analysis of the communication
network of public administration at the level of international information policy, it can
be presented in the form of two most general information and communication subsystems.
One of them characterizes internal relations and management mechanisms that directly
experience the influences and challenges of the external environment with the help of
which the state solves information and communication tasks, and, on this basis, ensures
decision-making, duties and responsibility for the implementation of decisions and
control. The second reveals the sphere of management relations where information, on
the one hand, in the form of decisions, legislative and regulatory documents, exerts one
or another information influence in international policy.
It is precisely such approaches to the analysis of international information policy
that are most attractive to us, because they allow us to further analyze the content of
Ukraineʼs information policy at the international level, identify its shortcomings, and
determine the need for radical changes in this area in the external communications
subsystem.
Under such conditions, the analysis of public administration mechanisms in the
formation and implementation of a clear, balanced, and adequate to the challenges of
todayʼs unified state international information policy becomes crucial.
It is necessary to determine that the domestic public administration science is
marked by the practical absence of special studies that would fully reveal the issues of
mechanisms for implementing the foreign policy of the Ukrainian state. This issue is
raised by researchers of the «theory of international relations», «law», «sociology».
Recently, researchers on the issues of «public administration» have also begun to be
interested in research in this area, because all international policy is based on political
and administrative relations. That is why it is time today to create scientific research that
would analyze the state and further development of public administration mechanisms in
the international information policy of Ukraine as a prominent player in the European
and world arenas.
