REVIEW POLICY
Reviewing (expertise) of manuscripts of scientific articles is carried out in order to maintain the high scientific and theoretical level of the journal "Public Management and Digital Practices" and select the most valuable and relevant scientific works.
The journal "Public Management and Digital Practices" uses double-blind (anonymous) review: the personal data of the author/authors is not disclosed to the reviewer; no personal data of the reviewer is disclosed to the author/authors.
Submitted articles are checked for compliance with the journal's topic, design requirements, the presence of structural elements and compliance with ethical standards of publication.
Articles are checked for plagiarism using specialized software.
Based on the review results, the editorial board makes one of the following decisions:
- accept the article for publication;
- accept the article after revision;
- reject the article.
If necessary, the author is provided with the comments and recommendations of the reviewers for making appropriate changes. The corrected version is reviewed again by the editorial board or reviewers.
OPEN ACCESS POLICY AND TERMS OF USE OF COPYRIGHT OBJECTS
License terms: the authors retain the copyright, and also grant the editorial board the right to publish original scientific articles containing the results of theoretical and practical research and not under consideration for publication in other publications.
All materials are distributed under the terms of the Creative Commons Attribution 4.0 International (CC BY 4.0) license, which allows others to distribute the work with recognition of the authorship of this work and the first publication in this journal.
If the article is accepted for publication, the author automatically certifies that the submitted material:
- does not infringe the copyrights of other persons or organizations;
- has not been previously published in other publishing houses and has not been submitted for publication in other publications.
The author transfers to the editorial board the rights to:
- publication of the article in Ukrainian (English and Russian) and distribution of its printed version;
- translation of the article into English (for articles in Ukrainian) and distribution of the printed version of the translation;
- distribution of the electronic version of the article, as well as the electronic version of the English translation of the article (for articles in Ukrainian), through any electronic means (posting on the official website, in electronic databases, repositories, etc.).
The author reserves the right, without agreement with the editorial board and founders:
- to use the materials of the article in whole or in part for educational purposes;
- to use the materials of the article in whole or in part for writing their own dissertations;
- to use the materials of the article for the preparation of theses, conference reports, and oral presentations.
- place electronic copies of the article (including the final electronic version downloaded from the official website) on:
- personal web resources of all authors (web sites, web pages, blogs, etc.);
- web resources of the institutions where the authors work (including electronic institutional repositories);
non-commercial open access web resources (for example, arXiv.org).
In all cases, the presence of a bibliographic link to the article or a hyperlink to its electronic copy on the official website of the journal is mandatory.
The editorial board of the journal supports the publication of research data underlying the results of the publication in open institutional, national or international research data repositories. The editorial board recommends that published datasets comply with the FAIR (Findable, Accessible, Interoperable, Reusable) principles, which ensure the possibility of searching, accessing, interoperability and reusing data. Authors can place their data in appropriate repositories (e.g. Zenodo, Figshare, Dryad or institutional repositories) and provide links to them in the article in the “Data Availability” section.
POLICY OF ACADEMIC INTEGRITY AND PUBLICATION ETHICS
The editorial board of the scientific journal "Public Management and Digital Practices" believes that ethical aspects of publication are an important part of the editorial work and the process of reviewing scientific articles. Prevention of inappropriate actions, such as non-simulation, plagiarism, is the responsibility of any author, editor, reviewer, publisher and institution involved in the publication process.
PUBLICATION ETHICS AND EDITORIAL POLICY OF THE PUBLICATION, WHICH COMPLIES WITH THE RECOMMENDATIONS OF THE COMMITTEE ON PUBLICATION ETHICS (COPE)
The editorial board of the journal adheres to the principles of academic integrity, objectivity, impartiality and responsibility, guided by international standards of publication ethics, in particular the recommendations of the Committee on Publication Ethics (COPE). The journal publishes only those research results that are carried out in compliance with ethical norms and requirements of the current legislation of Ukraine.
If the research was conducted with the involvement of people (research participants, respondents, etc.), using their biological materials or personal or confidential data, the authors must obtain prior approval from the relevant ethics committee (bioethics committee, institutional ethics committee, etc.). Research using laboratory or other animals must be conducted in accordance with ethical standards for the humane treatment of animals and have the appropriate approval of the competent ethics committee. The article must indicate the name of the institution that provided the ethical opinion, as well as the number and date of the relevant decision.
The editorial board reserves the right to require from the authors supporting documents regarding the receipt of ethical permission. In the absence of such permission or non-compliance with ethical requirements, the editorial board may refuse to consider or publish the manuscript.
The State University of Information and Communication Technologies, as the publisher of the journal "Public Management and Digital Practices", fulfills its obligations to guarantee a serious approach to all stages of publishing activities and recognizes its responsibility. Advertising, reprints and/or any commercial income do not influence editorial decisions.
PROCEDURE FOR CONSIDERING COMPLAINTS ABOUT VIOLATIONS OF ETHICAL NORMS
The Editorial Board ensures a transparent, impartial and confidential procedure for considering complaints about possible violations of academic integrity and publication ethics, guided by the recommendations of the Committee on Publication Ethics (COPE).
Procedure for considering a complaint:
1) The complaint is registered by the editorial office and forwarded to the editor-in-chief or responsible person for consideration.
2) A preliminary analysis of the validity of the complaint and the presence of grounds for further consideration is carried out.
3) If necessary, a commission of members of the Editorial Board is created or independent experts are involved.
4) A request is sent to the author (or reviewer) to provide explanations regarding the essence of the complaint.
5) Based on the results of the consideration, the Editorial Board makes an appropriate decision.
Based on the results of the complaint review, the editorial board may:
- reject the complaint;
- require the author to make corrections;
- reject the article at the review stage;
- withdraw an already published article;
- notify the relevant scientific or educational institutions.
The term for reviewing the complaint is up to 30 calendar days from the date of its receipt. In complex cases, the term may be extended with mandatory notification to the applicant.
ARCHIVING AND LONG-TERM STORAGE POLICY
The editorial board guarantees permanent, open and free access to all published materials.
The editorial board of the journal uses the Open Journal Systems (OJS) system, which supports standards for long-term storage of digital content and ensures its availability in open access. All publications are stored on the university server using regular backups, data duplication and modern information protection tools.
In the event of the termination of the journal's activities, access to the archives will be provided through the specified archiving systems.
POLICY ON THE USE OF ARTIFICIAL INTELLIGENCE (hereinafter referred to as AI) AND TECHNOLOGIES WITH ITS SUPPORT
The Editorial Board recognizes the growing role of artificial intelligence (AI) technologies in scientific research and preparation of publications, but emphasizes the priority of the principles of academic integrity, authorial responsibility and scientific ethics.
The use of artificial intelligence tools is permitted solely as an auxiliary tool that does not replace the intellectual activity of the author and cannot be considered a source of authorship.
Authors may use AI tools for:
- linguistic and stylistic editing of the text;
- checking grammar, spelling and punctuation;
- text translation;
- auxiliary data processing;
- visualization of research results.
The use of AI is prohibited for:
- full or partial generation of scientific results without proper scientific justification;
- creation of fictitious data, results, references or citations;
- formation of conclusions without their real scientific verification;
- substitution of the author's intellectual activity.
