The article examines the modern trends in legislative support of
interagency interaction under the conditions of decentralization reform in Ukraine. It is determined that decentralization as a systemic transformation of public administration
necessitates a revision of existing coordination mechanisms between executive
authorities and local self-government bodies. The regulatory and legal framework
governing interagency interaction at various levels of public administration is analyzed.
It is established that the reform of the public administration system requires the formation
of qualitatively new legal instruments capable of ensuring effective coordination between
public administration entities in the context of delineation of powers and resources. The
author identifies the main gaps in the current legislation in the field of interagency
interaction and proposes directions for their elimination. Particular attention is paid to
the analysis of the practice of applying cooperation agreements between territorial
communities, mechanisms for delegation of powers and joint management institutions. It
is proved that effective legislative support of interagency interaction is a necessary
condition for the successful implementation of decentralization reform and improving the
quality of public services to the population. A set of measures to improve legislation in
this area is proposed, taking into account EU countriesʼ experience and best domestic
practices.
