The article is devoted to the analysis of the process of institutionalization of
lobbying activities in Ukraine through the prism of the adoption of the Law «On
Lobbying». The purpose of the study is to assess the content and potential impact of this
regulatory act on the transparency, accountability and legitimacy of political
communication between business and government. The work uses content analysis of the
Ukrainian media space, scientific publications on the topic of Government Relations,
advocacy and lobbying, as well as case studies of the process of adopting the draft law. A comparative analysis of previous legislative initiatives, a thematic analysis of discourse
and a meta-analysis of the regulatory field are conducted. The article considers the key
provisions of the law, in particular the definition of terms, lobbying methods,
requirements for entities, exceptions to the subject of regulation and control mechanisms.
Special attention is paid to the compliance of the law with European standards and
GRECO recommendations. It was found that despite the progressive norms, the law does
not solve a number of systemic problems, in particular the lack of effective accountability
mechanisms. The scientific value of the article lies in the generalization of the regulatory
framework and practical orientation of the reader on the application of the provisions of
the law. The material can serve as a basis for further research in the field of political
ethics, GR and anti-corruption policy.
