MECHANISMS OF PUBLIC-PRIVATE INVESTMENT MANAGEMENT IN THE HEALTHCARE SECTOR

Abstract

The article examines the substance of modern public-private investment
management mechanisms within Ukraine’s healthcare sector, alongside the core nature
of public-private partnership (PPP) as a tool for medical infrastructure development and
healthcare service quality enhancement. It defines the organizational-legal, financialeconomic, informational-analytical, and institutional mechanisms for managing
investment processes in the context of Ukraine’s post-war reconstruction. Furthermore,
the regulatory and legal framework governing public-private partnerships is thoroughly
analyzed. The study reviews international experience regarding the application of PPP
models in the medical field, specifically focusing on private investment attraction in the
United Kingdom, as well as concession models in Turkey and Ireland. It identifies the
primary risks associated with implementing PPP projects in Ukraine’s healthcare sphere,
including institutional incapacity, insufficient investment attractiveness, budgetary
constraints at the local level, cumbersome bureaucratic procedures, a deficit of investor
trust, and the consequences of the russian federation’s armed aggression. To address
these challenges, a novel approach to structuring public-private investment management
mechanisms in healthcare is proposed, which systemically integrates the interaction
among the public partner, the private investor, and public oversight. Additionally, the study develops a structured algorithm for executing PPP projects in the medical sector,
spanning the consecutive stages of initiation, preparation, competitive selection,
implementation, and monitoring. Finally, priority areas for improving investment
management mechanisms in the healthcare sector during the post-war recovery period
are established.
