THEORETICAL AND METHODOLOGICAL FOUNDATIONS FOR THE FORMATION OF PUBLIC ADMINISTRATION MECHANISMS IN THE FIELD OF HEALTH INSURANCE

Abstract

The article analyzes the role of public administration mechanisms in the
field of health insurance. First, an analysis of the provisions of regulatory and legal acts
demonstrates that, at present, the term «health insurance medicine» is not legally defined
in Ukrainian legislation. Instead, the term «health insurance» is used, which is generally
divided into two main types: mandatory health insurance and voluntary health insurance.
It is established that, as a type of compulsory state social insurance, health
insurance constitutes a system of rights, obligations, and guarantees that provides
citizens with financial support in the event of illness through funds formed from insurance
contributions paid by employers and citizens, as well as from budgetary and other sources
provided for by law.
The definition of the health insurance protection system is examined. It can be
viewed as a set of interrelated elements that depend on: the legislative framework
regulating relations within the social protection system, healthcare, and the provision of
medical services to the population; the mechanism for allocating resources aimed at
maintaining health and reducing the negative impact of health risk factors; sources of
financing (public and private) for covering the risks associated with loss of health; forms
of ownership of the means of production; access to healthcare services; and bodies
responsible for monitoring the provision of healthcare services [12, p. 375].
It is established that, in order to regulate relations in the field of health insurance,
it is necessary to develop a relevant draft law. Its adoption, dissemination among the
population, and monitoring of its implementation are carried out through public administration mechanisms, namely, a system that ensures the practical implementation
of public administration and the achievement of defined objectives. Such a system has its
own structure, methods, levers, and instruments for influencing the object of
administration, supported by appropriate legal and informational frameworks. It is
determined that public administration mechanisms constitute practical measures or
incentives through which public authorities influence society, business structures,
government bodies, and various social structures in order to achieve established
objectives [10, p. 57].
