INSTRUMENTAL OF E-GOVERNANCE AS A MEANS OF DIGITALIZING SOCIAL PARTNERSHIP IN UKRAINE: FROM SERVICE PLATFORMS TO E-PARTICIPATION

Abstract

The article is devoted to the study of the role and efficiency of egovernance tools in the processes of digitalization of social partnership in Ukraine. The
relevance of the study is conditioned by the necessity of modernizing traditional forms of
social dialogue and their integration into a unified digital space of public administration.
The paper analyzes the transition from purely service-oriented models of digital
platforms (using the «Diia» portal as an example) to complex e-participation mechanisms
that ensure inclusive interaction between the state, trade unions, and employers.
The methodological basis of the study consists of a systematic approach, a
comparative analysis of international experience (specifically the cases of Estonia and
Germany), and the method of generalizing the regulatory and legal framework. The
functional capabilities of modern e-platforms, systems of electronic consultations, and
petitions as tools for forming state social policy are investigated.
The scientific novelty of the work lies in substantiating the need to strengthen the
institutional capacity of social dialogue subjects for digital interaction and the
legitimization of online negotiation results. Key barriers to digitalization are identified:
regional digital inequality, insufficient levels of digital literacy, and the fragmentary
integration of state registers. It is proven that the strategic vector of e-governance
development in the field of social partnership is the creation of integrated ecosystems that
transform remote communication into a full-fledged digital democracy.
Recommendations are formulated for improving Ukrainian legislation regarding the
granting of legal force to electronic forms of social dialogue.
