REGULATORY AND LEGAL SUPPORT OF THE STATE POLICY OF UKRAINE FORTHE DEVELOPMENT OF HEALTHY MOVEMENT ACTIVITY OF THE POPULATION

Abstract

This article is devoted to the analysis of regulatory and legal documents
on the legal foundations of the formation and development of physical culture, mass
sports and recreational physical activity of citizens in modern conditions of Ukraine.
The first step in the regulatory and legal support of the state policy of Ukraine in
the field of the development of recreational physical activity of the population was the
adoption in 1993 of the Law of Ukraine «On Physical Culture and Sports», and further -
in the current version on 12/27/2025, which laid the foundations of legal regulation of
the industry, including the concepts of «physical education», «mass sports»,
«recreational physical activity of the population».
Separately, the Basic Provisions of the Strategy for the Development of Physical
Culture and the Development of Recreational Physical Activity of the Population for the
Period Until 2028 identify a large set of problems that require urgent resolution. It was
determined that the problems that need to be solved in the field of health-improving
physical activity of the population» in the direction of «Physically active nation» are: -
an imperfect system of relations between the state and other subjects of the sphere, which
prevents the popularization of physical culture and sports.
The causes of the problem are the lack of regulation at the legislative level of the
mechanism for exercising control over the qualifications of personnel in the fitness
industry, patronage relations and investments in the field of physical culture and sports,
an insufficient number of information and social campaigns aimed at popularizing sports, motivational presentations of mass sports and sports of higher achievements, an
insufficient level of informing society about the prospects and attractiveness of a sports
career, which reduces the motivation of the population to systematically engage in
physical culture and sports. The article analyzes state and civil initiatives in the field of
health-improving physical activity of citizens. Such initiatives and social projects are:
– «Active Parks – Locations of Healthy Ukraine», which has initiated new forms of
involving various population groups, including people with disabilities, children
with disabilities, internally displaced persons, war veterans and their family
members, in recreational physical activity in places of mass recreation, in
particular: formation and arrangement of pedestrian, bicycle and other types of
routes; organization and holding of all-Ukrainian and local physical culture,
health and sports events;
– The national project «Sport for All» – an increase in the number of publicly
available sports events, modernization of the physical education system in
educational institutions with the involvement of popular sports and strengthening
medical and pedagogical control, etc.;
– The Strategy for the Development of the City of Kyiv until 2027 in the section
«Healthy Kyiv Citizen», an important task set by the Kyiv authorities – the
formation of a policy in the field of physical culture and sports development,
identification of ways to integrate sports into everydaylife, ensuring appropriate
conditions for the development of the system of physical culture and sports
institutions, the formation of a culture of a healthy lifestyle among the population.
Thus, the article states that the legislative framework for the development of
physical culture and mass sports, recreational physical activity of citizens, as well as the
organization of physical culture and recreational and sports and mass events for various
population groups has been formed to a certain extent.
