TRANSFORMATION OF THE PARADIGM OF PUBLIC GOVERNANCE OF REGIONAL DEVELOPMENT: FROM CENTRALIZATION TO NETWORK INTERACTION IN THE CONDITIONS OF RECOVERY

The purpose of the article is to analyze the features of the transformation
of the paradigm of public governance of regional development in Ukraine, particularly
examining the shift from centralized governance models toward network-based
interaction among public authorities in the context of territorial recovery. The author
examines contemporary practices of public policy implementation, identifying problems
related to regulatory and legal frameworks, insufficient coordination between public
authorities, excessive bureaucratization of procedures, and limited effectiveness of
control and accountability mechanisms. It is emphasized that these challenges stem from
the long-standing dominance of a hierarchical and centralized governance model, which
constrained the system’s adaptability to local needs and territorial development specifics.
The article substantiates that the effectiveness of public governance increasingly
depends on the competence of human capital, analytical capacities, and the ability of
institutions to create conditions for their effective application. Strategic planning is
considered an important mechanism for ensuring policy coherence, combining
centralized strategic priorities with the local needs of communities. Particular attention
is paid to the role of local self-government bodies and military administrations in
coordination processes, security provision, resource mobilization, and implementation of
territorial recovery measures.
The analysis of the updated State Regional Development Strategy for 2021–2027
demonstrates a shift in the hierarchy of strategic objectives, where security priorities gain
decisive importance and regional policy integrates security, recovery, and European
integration orientations. Strategic planning acquires the characteristics of an adaptive
and crisis-management tool, incorporating horizontal interaction mechanisms, network
cooperation formats, and active community participation in decision-making processes.
The study concludes that the war has become a determinant of profound
transformation in public governance – from the initial strengthening of centralization
toward the formation of a complex system in which strategic decisions are developed
through interaction among state, military, and local institutions, as well as nongovernmental actors. The updated Strategy establishes the foundation for aligning
national priorities with local resources and needs, creating conditions for sustainable,
flexible, and interconnected models of regional development.
