INNOVATIVE MANAGEMENT MODELS AS AN INSTRUMENT FOR THE MODERNIZATION OF PUBLIC EDUCATIONAL GOVERNANCE

The article provides a comprehensive theoretical synthesis and
proposes a solution to the pressing scientific problem of modernizing public
administration in the educational sector through the implementation of innovative
management models. The relevance of the study is driven by the rapid digitalization of
social processes, global challenges, and the necessity to adapt the national education
system to the standards of the European Higher Education Area. It is substantiated that
the traditional vertical-hierarchical management model has exhausted its potential and
requires replacement with more flexible, decentralized, and participatory approaches.
The study analyzes the essence and classification of innovative management
models, specifically: the service-oriented model, network governance, adaptive
management (Agile approaches), and project management. It is established that the
transition from «administration» to «public governance» enables the activation of the
potential for educational institutions' autonomy, enhancing their competitiveness and
investment attractiveness. Particular attention is paid to public-private partnership
mechanisms as effective tools for attracting extra-budgetary resources for the
development of educational infrastructure.
The author identifies digital transformation of management cycles as a key vector
of modernization. It is proved that the implementation of intelligent data analysis systems
(Big Data) and automated platforms for monitoring the quality of education minimizes
corruption risks, ensures transparency in decision-making, and contributes to the
formation of an objective system for evaluating learning outcomes.
The conclusions emphasize that the successful implementation of innovative
management models in the public sector depends on the readiness of human resources
for change. Practical recommendations have been formulated for developing the
managerial competence of educational leaders, which involves a transition from a
reproductive management style to creative leadership. The research results can be
utilized by state and local government authorities in developing strategic plans for
reforming regional educational systems.
