INSTITUTIONALIZATION OF INFORMATION LOBBYING AS A PUBLIC ADMINISTRATIVE MECHANISM

The article is devoted to the justification of the reasons and directions
of institutionalization of information lobbying as a mechanism of public administration.
The main problem of the study is to determine the role of information lobbying in the
process of forming a new conceptual field of its interpretation as a mechanism of
interaction between state and civil institutions. At the same time, the focus is on the
processes of integrating the communication dimension of traditional lobbying, associated
with influencing managerial decision-making, and organized information efforts using
modern digital technologies, which in the conditions of a networked information society
form and support this communication process. It is the relationship of information
lobbying with the formation of the main communication resources of modern society that
allows us to speak about the need for its institutionalization as a priority mechanism of public administration in the context of organizing interaction with civil society and
ensuring the effectiveness of its influence on its institutions. Information lobbying should
be interpreted as a network-information subject-object and subject-subject
communication, which is carried out through the use of mass media and social media and
involves a two-way influence of state institutions and civil society structures based on the
use of mechanisms for informing and forming public opinion. The importance of
information lobbying as such a mechanism is constantly growing, which is the basis for
its institutionalization as an independent public-administrative phenomenon in the
management system oriented towards e-democracy and in civil society, which is
increasingly becoming information-networked. Information lobbying should be
considered as an important tool for institutionalizing lobbying in Ukrainian society in
general as a civilized form of interaction between state and civil institutions, which should
replace the traditional for Ukraine scheme of lobbying of private interests through
corruption schemes.
