Abstract

The article provides a systematic analysis of current trends,
opportunities, and challenges associated with the implementation of artificial intelligence
(AI) technologies in the field of public administration. It is emphasized that the
integration of intelligent technologies into the activities of public authorities contributes
to improving the efficiency of managerial processes, optimizing the provision of
administrative services, automating routine procedures, and reducing the workload on
the state apparatus. The key areas of AI application in public administration are
identified, including big data analysis, forecasting and strategic planning, automation of
managerial decisions, personalization of public services, monitoring and oversight of
public authoritiesʼ activities, combating corruption, and ensuring transparency in
governance.
It is stressed that despite significant advantages, the introduction of AI is
accompanied by a range of ethical, legal, and technological challenges that require
adherence to principles of responsible, safe, and human-centered use of intelligent
systems. It is noted that one of the key tasks of the modern public administration system
is to ensure a balance between the technological capabilities of artificial intelligence and
the ethical standards of human governance. The leading role of the human decisionmaker must remain unchanged, as it is the human who bears legal and moral
responsibility for the outcomes of AI use.
The necessity of developing regulatory frameworks, ethical codes, and
professional standards for the use of AI in public administration is substantiated. The
conclusion is drawn that only under a systemic approach to the implementation of
intelligent technologies will AI become a tool for enhancing the effectiveness of public
governance, strengthening citizensʼ trust in public authorities, and building an
innovative, open, and sustainability-oriented state.
