Abstract

The increasing intensity of globalization processes on the world stage
has led to the need to ensure the institutional stability of management institutions, that is,
their ability to adapt to both unexpected (as a result of the manifestation of certain crisis
phenomena) and foreseen (long-term) changes in modern opportunities and threats. The
main tool for ensuring institutional stability, which allows establishing the optimal level
of balance and efficiency of the institutional development of the state, is the ability of
institutions to restore established customs and procedures and to make corrective
gradual changes in institutional norms in order to better adapt to modern conditions in the socio-political and international life of the country. The basis for ensuring the optimal
level of institutional stability should be the formation of a whole system of public
administration institutions for more effective communications with society. In turn, such
a system should be based on modern legal values, and public administration on
institutions whose activities are based on democratic principles, emphasizing that
institutions form values and thereby determine how societies develop.
In order to obtain empirical and theoretical results, in September-November
2025, the authors conducted a formalized expert online survey using Google Forms by
evaluating «Modernization of Doctrinal and Institutional Principles of International
Information Policy of Ukraine», the analytical results of which are presented in this
article. Expert assessment is a special type of survey method, where the requirements
applied in mass surveys are unacceptable. In the process of mass surveys, representatives
of the same object also act as a source of sociological information that assesses certain
sides of the object of study. The situation is different with an expert survey. At the same
time, experts almost never act as representatives of the object of study.
