TOOLS OF PUBLIC ADMINISTRATION IN THE FIELD OF OPTIMIZING THE FINANCIAL AND ECONOMIC ACTIVITIES OF HEALTHCARE INSTITUTIONS

Abstract

The article reveals the conceptual foundations of using public
administration tools in the field of optimizing the financial and economic activities of
healthcare institutions. It is established that the modern healthcare system in Ukraine is
undergoing transformational processes caused by the need to improve the efficiency of
financial resource utilization and to ensure equal access of the population to medical
services. It is determined that the digitalization of management processes and the
integration of analytical platforms (eData, eHealth) create conditions for transparent and
accountable use of budget funds. It is emphasized that the application of the programtarget budgeting approach ensures the achievement of specific results and strengthens
the financial discipline of healthcare institutions. It is underlined that the mechanisms of
solidarity financing and the national system of mandatory health insurance contribute to
equal access of citizens to medical services and strengthen social stability. It is stated
that the integration of public-private partnerships forms a unified space for medical care
and ensures the economic independence of institutions. It is determined that the
effectiveness of financial management during wartime largely depends on the attraction
of extrabudgetary funding sources, international aid, and grants. It is noted that strategic
budget planning and cost management make it possible to identify imbalances and
determine directions for improving management decisions. The role of digital platforms
in ensuring data reliability, automating accounting, and optimizing financial flows within
medical institutions is defined. It is found that the use of electronic monitoring and
verification systems increases the effectiveness of financial resource control and
promotes public trust in state actions. It is established that improving public
administration tools enhances the effectiveness of strategic planning, organization, and
control of healthcare institutions. It is emphasized that the comprehensive application of
these mechanisms ensures financial stability, transparency, and economic balance in the
sector.
