CURRENT TRENDS IN DIGITAL TRANSFORMATION OF PUBLIC ADMINISTRATION

Abstract

The article examines the key trends in the digital transformation of
public administration in the context of the formation of an information society and
globalization. It is substantiated that digitalization is not only a technological process,
but also a profound institutional shift that transforms the forms of interaction between
the state, citizens and business. The authors emphasize that digital tools determine the
innovative potential of modern states, affect the efficiency of management processes,
transparency of procedures, social justice and the level of trust in government.
Particular attention is paid to the Ukrainian context of digital transformation in
the context of martial law, which led to the emergency introduction of new forms of
management, digital services and regulatory solutions. Examples of the systems «Diya»,
Prozorro, Ukraine's participation in the «Digital Europe» program, as well as high
results in international e-government rankings (EGDI, E-Participation) are considered.
The paper presents a comparative analysis of digital governance models in leading EU
countries (Sweden, Austria, Poland, Estonia), focusing on cultural and civilizational
factors and the absence of a universal model of a digital state.
Barriers to the implementation of digital solutions in Ukraine are identified: the
lack of a single model, weak regulatory framework, limited analytical support. The
authors justify the need to integrate best European practices into the national digital
development strategy to build a service-oriented, open and effective public administration
system.
