HUMAN-CENTRICITY OF DIGITAL TRANSFORMATIONS AS A SECURITY IMPERATIVE OF THE UKRAINIAN STATE

The article defines the digitalization of the state as a process of not only
the introduction, but also the effective application of modern digital technologies by
public authorities in their activities. It is emphasized that in the current conditions, the
focus of digital transformations on people poses a challenge for Ukraine as a modern
democratic state with its mandatory dimensions.
The thesis on the need for official recognition of the human-centeredness of digital
transformations as a security imperative of the Ukrainian state at the current stage of its
functioning is substantiated.
The semantic essence of the concept of human-centeredness of digital
transformations is defined.
It is emphasized that anthropocentrism as a security imperative has a direct
impact not only on the efficiency and effectiveness of the functioning of public authorities
and the public administration system in particular, but also, in general, on such
components of the modern Ukrainian state as: authority, image, trust.
It is noted that the human-centric efficiency of digital transformation processes
should become a prerequisite for the functioning of Ukraine as a successful digital state.
It has been determined that the basis of the human-centricity of a digital state
should be maximizing the quality of service to citizens, increasing the efficiency and
effectiveness of public authorities through the development and application of the latest
IT systems and public e-services.
It is noted that the online system of public services «Diya» can be considered a
successful implementation of the stated ambitions.
It was emphasized that digital rights should now be recognized as modern human
rights in the information society. Moreover, their implementation must necessarily be
accompanied by significant and appropriate social transformations at the stage of
digitalization of the state.
The idea that ensuring human-centeredness in the processes of state digitalization
should become a priority state interest of Ukraine at the current stage of its functioning
is substantiated.
It is emphasized that the result of significant digital shifts should be the
transformation of public administration into an open, transparent, strategically adequate and socially responsible, human-centered continuous process of mutually beneficial
interaction in the format of «state – public authorities – citizens – public authorities –
state».
