IMPLEMENTATION OF BLOCKCHAIN TECHNOLOGIES IN PUBLIC ADMINISTRATION PROCESSES: PROSPECTS FOR IMPLEMENTATION AND CURRENT CHALLENGES

The article explores the integration of blockchain technologies into the
public administration system of Ukraine as a key element of the countryʼs digital
transformation. In the context of ongoing reforms aimed at modernising administrative
processes and increasing transparency within government institutions, blockchain
emerges as an innovative tool grounded in openness, data immutability, and
decentralisation. The authors highlight Ukraineʼs successful initial applications of
blockchain solutions, particularly in the creation of an open land cadastre and the
registration of property rights. These practices contribute to reducing corruption risks,
strengthening public trust in government institutions, and ensuring the secure storage of
critical data. At the same time, the study identifies key challenges that hinder the full
implementation of this technology. Among them is the insufficient development of digital
infrastructure, especially in rural areas, where the lack of high-speed internet access
impedes the effective deployment of blockchain platforms. The article also underscores
the urgent need for a comprehensive legal framework that will recognise the legal validity
of blockchain-based electronic records and provide reliable protection of personal and
registry data from unauthorised access. The paper outlines the potential of blockchain
technology in enhancing public sector efficiency, suggests directions for further research,
and emphasises the importance of cross-sectoral cooperation for the successful adoption
of digital innovations in governance.
