Abstract

The article continues the study of the international information policy
of Ukraine as an object of state administration.
The problem of increasing the effectiveness of the international information policy
of Ukraine is especially relevant in the context of large-scale Russian aggression, during
which the enemy uses a wide range of means of special information and informationpsychological operations against Ukraine. Therefore, Ukraine needs to form a new
theoretical basis and a practical system of state-administrative means to promote its own
national interests in the world information arena. The priority task in this direction is the
development and scientific substantiation of the theoretical and methodological
principles of the formation and implementation of the international information policy of
Ukraine in the context of digital transformation.
One of the components in the study of international information policy is the
category of «diplomacy», diplomatic service. In scientific circulation we find various
names and definitions of diplomacy: this is digital diplomacy, and, electronic diplomacy,
and, diplomatic service, etc. All these concepts are undoubtedly related to public
administration in the field of international information policy of Ukraine, determine the
strategic course, as well as political and state tasks in the information-analytical,
organizational and managerial spheres.
In the 21st century, with the development of information and communication
technologies, the era of digital technologies is coming, the role of social networks is
increasing, which today are an alternative to traditional means of communication for
receiving, distributing and exchanging information. In the modern realities of the global
development of the information society, the theoretical and methodological foundations
(categories, patterns, principles, methods, concepts, models, systems) of the formation
and implementation of Ukraineʼs international information policy in the context of digital
transformations are clearly becoming the subject of scientific research, the result of
which are numerous works by many foreign and domestic scientists. This problem
remains relevant for further research, in particular because the digital transformation of
the state is an integral part of the more general process of the digital transformation of
society as a whole, which is determined by an innumerable number of objective and
subjective determinants.
