INSTITUTIONAL AND ORGANIZATIONAL MECHANISM OF IMPROVING STATE STRATEGIES IN UKRAINEʼS FIGHT IN INFORMATION WAR

Against the backdrop of full-scale Russian aggression against Ukraine, information
warfare has become one of the most effective means of waging the fight against the
independence of our country. It is clear that effective institutional and organizational
counteraction to information aggression is becoming one of the main directions of
counteraction to the aggressor.
Therefore, the purpose of the article is to identify institutional and organizational
mechanisms for improving Ukraineʼs state strategies in countering information warfare
and to provide specific recommendations for the effective implementation of strategies in
the activities of state authorities and civil society.
An important tool in developing an effective concept of information counteraction
should be the formation of Ukraineʼs institutional and organizational stability, the
appointment of people who would be devoted to our country to responsible positions in
state institutions.
Institutional mechanisms play a decisive role in the current conditions of Ukraineʼs
information confrontation with the Russian Federation. They ensure not only the
development and implementation of Ukraineʼs state strategies in countering the
information war with the Russian Federation, but also control over its implementation.
The role of civil institutions in countering Russian aggression has been proven.
They provide alternative sources of information, raise public awareness of coordinated
counteraction to disinformation, information campaigns, etc., and also conduct
independent monitoring of government actions in this area. The need to ensure Ukraineʼs
asymmetric counteraction to Russian information aggression, which has acquired a total
character within the framework of the military aggression unleashed by the Russian
Federation, requires the most effective use of the potential of civil society.
In conditions of acutely limited access to information resources during martial law,
the importance of the network of administrative service centers for directing state
support, including financial, is increasing, which allows residents of territorial
communities where the most active hostilities are taking place to receive financial
assistance from the state within the framework of the "e-Support" program.
