INTEGRATION OF ENVIRONMENTAL REQUIREMENTS INTO REGIONAL PLANNING: FOREIGN PRACTICES AND PROSPECTS FOR UKRAINE

Abstract

The article reviews and analyzes various foreign experiences of integrating
environmental requirements into regional planning and development processes. It
examines the approaches, tools, and mechanisms used in different countries to take
environmental aspects into account when forming regional strategies, plans, and
programs.
Particular attention is paid to such aspects as: strategic environmental assessment
and its role in ensuring the integration of environmental considerations at the early
stages of the development of regional development policies, plans and programmes.
Specific tools used to incorporate environmental constraints and opportunities into
regional plans are also analysed, such as ecological frameworks, ecological sensitivity
zones, sustainable land use requirements, etc.
It also examines mechanisms for involving the public, environmental organizations
and other stakeholders in regional planning processes to ensure that environmental
interests are taken into account. The article also explores approaches to coordinating
environmental policy with other sectoral policies (economic, social, transport, etc.) at the
regional level to achieve sustainable development goals.
The systems for monitoring and assessing the effectiveness of integrating
environmental requirements into regional planning and development, as well as
mechanisms for adjusting plans and strategies based on the results of such monitoring,
are also analyzed.
