REGULATION OF ARTIFICIAL INTELLIGENCE IN UKRAINE: ASPECTS OF PUBLIC MANAGEMENT

The article analyzes the key trends, challenges, opportunities and threats,related to
the development of Large Language Models (LLM) in the world, as well as the national
(state) LLM experience of countries, and the feasibility of investing in these areas. The
article discusses the strategies for implementing, regulating and financing AI projects at
the state level, introducing artificial intelligence regulation in Ukraine, preparing and
adapting business, government institutions and society to new regulatory requirements,
as well as gradual harmonization with European standards, where the initial stage
focuses on developing tools for market adaptation, forming a regulatory body and raising
public awareness. The article analyzes the roadmap content regarding the artificial
intelligence in Ukraine regulation. The implementation of AI based on language models
in various spheres of life, including education and e-Governance, is studied.
An in-depth understanding of the phased preparation for the introduction of
artificial intelligence regulation in Ukraine, ensuring the readiness of businesses, state,
and society for new norms, as well as gradual harmonization with EU requirements (the
so-called AI Act) is substantiated. The article emphasizes the phased nature of this
process, where the first stage is aimed at creating tools for business and regulator
adaptation as well as raising public awareness. The second stage envisages the gradual
implementation of an AI Act according to European requirements, which will ensure a
smooth transition to the new regulatory system.
