FUNCTIONS OF LOCAL AUTHORITIES IN THE FIELD OF NATIONAL SECURITY OF UKRAINE

The article is the first to provide a systematic analysis of the functions of local
authorities in ensuring national security. The author presents arguments regarding the
determinacy of this category for the effective establishment of a new concept of state
policy in the context of the doctrine of victory in the Russian-Ukrainian war, and the
creation of the state security policy on an active and proactive basis.
The author presents the foundations of the public law concept of formation of the
system of local authorities in the field of security and defense, which is proposed to be
defined as the activities of local authorities in the field of national security coordinated
by goals and strategic priorities on the basis of systemic interaction, consisting of the
purpose, functions and tasks, guiding ideas, principles and methods, strategic narratives,
and implemented by a set of related and coordinated measures within the powers of local
authorities defined by law.
The content of the methodological approaches of the study is defined and disclosed:
systemic and synergistic approaches, content and event analyzes, dialectical method. It
is substantiated that the idea of security is based and formed primarily on the ground and in specific communities, it is expressed through the implementation of certain functions
of the local authorities, which are integrated into the joint functionality of the national
security system and the state security policy in an organic synthesis.
A number of key functions of the local authorities are allocated: informationanalytical, regulatory, protective, integrative, security and communicative. Two
approaches to building a systemic model of public administration are proposed: systemic
and structural, and their content is disclosed. It is emphasized that the key feature of the
model formation is functional. Additional arguments are provided that ensuring the
inviolability of the State borders which may pass in a given area, and participation in
ensuring territorial integrity are components of higher-order processes: preservation of
the constitutional order, balance of the institutional system, and State sovereignty.
It is concluded that the countryʼs defense capability is based not only on the high
readiness of the security and defense forces to repel and repel armed aggression, but also
on the real ability of local authorities to organize public administration in the field of
security and defense. The author identifies the problematic field of formation of the
functional structure of local authorities in the field of national security and defense: the
lack of a developed category and conceptual system, insufficient differentiation of
security and defense functions.
The analysis of the key legal definitions provided in the security legislation made it
possible to establish that in each key concept the basic feature is functions. It is concluded
that it is the functions that determine the content of the activities of the local authorities
in the field of national security and defense.
