Abstract

The article is devoted to the study of current issues and prospects for the
development of a digital state as the main subject of public administration in
Ukraine. The digital transformation of public administration in Ukraine is caused
by changes in the modern era, which is characterized by rapid technological
progress and growing public expectations, as well as the transition of the public
administration system and Ukraine as a whole to extremely difficult conditions of
functioning under martial law. The article examines the regulatory and legal
dimension and key aspects of the development of a digital state in Ukraine. The
current state of the legislative framework regulating the processes of digitalization
of public administration and administrative services is analyzed. The main
concepts and initiatives aimed at the formation of a digital society are considered,
including elements of e-government, open data and information security. The key
challenges facing Ukraine in the process of digitalization are outlined, including
insufficient funding, technological backwardness in some regions, as well as the
problem of the digital divide between different social groups. The article
emphasizes the importance of adapting the best international practices and
experience to the Ukrainian context, in particular in the field of ensuring
transparency, accountability and efficiency of public administration. It is
determined that the creation of a stable regulatory framework is the basis for the
further implementation of innovative technologies in the public sector and local governments. Based on the results of the study, recommendations are formulated
for improving the legal mechanisms that regulate the development of a digital
state, as well as the prospects for integrating modern technologies into the public
administration system.
