Abstract

The modern processes of state building are
characterized by significant socio-economic transformations, increasing complexity of governance
systems, and the need to improve the effectiveness of public administration. In this context,
management decisions play a key role as an essential instrument for the implementation of public
policy and the coordination of activities of governmental institutions. The relevance of the study is
determined by the growing importance of improving the mechanisms for the development and
implementation of management decisions in the public sector, particularly in conditions of
institutional reforms, digital transformation, and the strengthening of democratic governance.
The article examines the theoretical foundations of management decision-making within the
processes of state building and highlights the main conceptual approaches to understanding the
nature and role of management decisions in public administration systems. Particular attention is
devoted to identifying the structural elements of the decision-making process, including the stages of
problem identification, analysis of alternatives, evaluation of potential outcomes, and the selection
of optimal management solutions. The research also emphasizes the importance of coordination
between different levels of government and the involvement of public institutions in the formation of
effective management strategies.
The study outlines the main factors influencing the effectiveness of management decisions in the
public sector, such as institutional capacity, information support, professional competence of public
managers, and the use of modern analytical tools. Special attention is given to the role of digital
technologies and information systems in improving the transparency, efficiency, and accountability
of public administration processes.
The discussion focuses on practical mechanisms that ensure the successful implementation of
management decisions in state governance, including legal, organizational, and informational
instruments. These mechanisms contribute to strengthening institutional stability, improving policy
implementation processes, and enhancing the overall performance of public administration systems.
The article highlights the importance of integrating modern analytical and managerial
approaches into the decision-making process in order to increase the effectiveness of governance and
ensure sustainable state development. The research also outlines potential directions for further
scientific inquiry related to improving management practices, developing digital governance tools,
and enhancing institutional frameworks for public administration.
