Abstract

The article substantiates the interdependence of the formation of organizational culture and the development or modernization of the organizational design of telecommunications enterprises, the key factors of the mutual influence of the formation of organizational culture and modernization of the organizational design of a telecommunications enterprise are identified, including: mission, value orientations, goals, objectives, strategies of the enterprise; the field of production of the enterprise; organizational form of enterprise functioning; trajectory and speed of strategic development of the enterprise; parameters and scale of enterprise activity; fierce competition and market conditions in the industry; the level of digitization and automation of business processes at the enterprise; resistance to organizational transformation; the degree of integration of the enterprise into various business structures; existing organizational behavior; normative legal acts regulating the economic activity of the enterprise; competences and professional level of managers and management of the enterprise, their creativity, vision, innovativeness, beliefs, ambitions and perseverance; phases of the enterprise's life cycle; staffing of units with the necessary qualified personnel; traditions of organizational culture. With the help of an expert survey and mathematical processing of the results, the indexes of the importance of the mutual influence of the specified factors regarding the formation of the organizational culture and the construction of the organizational design of the telecommunications enterprise were determined. Argued expediency of determining the interrelationships between factors for making management decisions regarding the formation of organizational culture and building an organizational design of an anti-crisis post-war reproduction of a telecommunications enterprise, using cluster diagnostics, which uses the bullet method in its arsenal, which segments all factors according to isomorphic similarity, which will contribute to the adjustment of intensity actions of factors, to know how these measures will affect other factors, will help to find reserves and opportunities for increasing its effectiveness and harmonization.
