Author Guidelines
REVIEW PROCEDURE
All articles are received by the editorial board for review. The review procedure was focused on the most objective assessment of the content of the article, determining its suitability for the journal, and ensuring a comprehensive analysis of the advantages and disadvantages of the article materials. Only articles of a high professional level based on an original analysis of the selected scientific problem are accepted for publication.
The Executive Editor may immediately reject a manuscript that does not meet the topic or requirements of the publication. The editorial board supports world standards for transparency in the peer review process, therefore it practices double-blind manuscript preparation: the author and the reviewer do not disclose each other's names. Previously, all their personal data were removed from the text of the articles and file properties. Articles submitted to the journal are sent for review by two independent experts. External and independent reviewers are familiar with the abstract of the article, after which they agree or refuse to review this material.
If there is a conflict of interest, the reviewer must refuse to review and notify the editorial board (within 2–3 days). In case of refusal, others are appointed.
Reviewing of the article lasts up to two weeks (14 days) from the moment the article is received for consideration. After this period, the reviewer sends the manuscript back to the editorial office with his comments and conclusions or fills out a standardized “Reviewer Feedback Form”.
After filling out the main “Review Forms”, external and independent reviewers choose one of the proposed recommendations:
- Accept the manuscript - the manuscript is ready for publication and is accepted without changes
- Needs correction - accepted if the author takes into account the specified comments
- Return for re-review - editing and re-review are required
- Submit to another publication - the presentation topic is suitable for another publication
- Reject the manuscript - the manuscript does not meet the requirements for publication
- See comments - does not satisfy any of the previous recommendations.
After the review process is complete, all relevant information is sent to the author. The author completes the manuscript and uploads a new version to the journal. If the manuscript has not been returned or the reasons for the delay have not been communicated to the editor, it is removed from the queue and deleted. External and independent reviewers review the updated manuscript and recommend its further publication.
The final decision on the possibility and appropriateness of publication is made by the editor-in-chief, and if necessary, at a meeting of the entire editorial board.
Appeal procedure:
1. If the author disagrees with certain comments of the reviewer, he/she has the right to send an appeal in the form of a “reviewer’s remark – author’s comment” to the editor. In such a case, the document is sent to the reviewer, and together with the editorial board, an appropriate decision is made regarding the manuscript.
2. If the reviewers choose mutually opposite resolutions regarding the submitted manuscript (accept / reject), the editorial board communicates with them and jointly reviews all comments to agree on a position on the further publication of this material.
3. If the decision is not successful, the editorial board appoints an independent expert.
RETRACTION PROCEDURE
The journal retracts (withdraws) published materials in case of violations of academic integrity or significant errors in accordance with the legislation of Ukraine, the requirements of the Ministry of Education and Science of Ukraine and the recommendations of COPE.
1. Grounds for retraction
Retraction may be carried out in the event of:
- establishment of facts of plagiarism or self-plagiarism;
- fabrication or falsification of research results;
- significant errors affecting the reliability of the conclusions;
- unlawful authorship;
- re-publication without proper indication;
- other violations of publication ethics.
2. Decision-making procedure
The initiator of the retraction may be the editorial board, the author, the reviewer or a third party.
The editorial board conducts an inspection, requests explanations from the author(s) and, if necessary, involves independent experts.
The decision is made by the editorial board on the basis of established facts and documented evidence.
3. Publication of the retraction
In the event of a decision to retract:
- an official notice of the retraction is published on the journal website indicating the reasons;
- the article is stored in the archive with the appropriate marking “Retracted”;
- information about the retraction is transmitted to the relevant scientometric and bibliographic databases.
4. Principles of the procedure
The retraction is carried out in compliance with the principles of objectivity, confidentiality, transparency and the right of the parties to provide explanations.
REQUIREMENTS FOR FORMATION AND SUBMISSION PROCEDURE
In order to be able to submit articles to the journal and check the current status of your materials, you must log in to the site as a registered user.
Checklist for preparing for submission of applications
As part of the submission process, authors are required to check the compliance of their work with all of the following points, and works may be returned to authors who do not comply with these rules.
- This publication has not been previously published and has not been submitted to the editorial boards of other journals (or the comments for the editor below are necessary explanations).
- The submission file is a document in Microsoft Word *.doc, *.docx formats.
- Internet links in the text are accompanied by fully valid URLs.
- The text meets the stylistic and bibliographic requirements set out in the section Guidelines for Authors and Rules for Writing Articles.
- If the material is submitted to the peer-reviewed section of the journal, the Blind Review Guarantee instructions were followed when submitting the submission file.
Copyright Statement
1. Responsibility for the accuracy of the submitted facts, quotes, figures, and names lies with the authors of the materials.
2. The editorial board does not return materials.
3. The editorial board does not always share the opinions of the authors.
4. The authors retain the right to authorship of their work and transfer to the journal the right of first publication of this work under the terms of the Creative Commons Attribution-NonCommercial-NoDerivatives 4.0 International License, which allows others to distribute (copy) the published work for non-commercial purposes, provided that the authors and the first publication in our journal are mentioned.
5. Authors have the right to conclude independent additional agreements on non-exclusive distribution of the work in the form in which it was published by this journal (for example, to place the work in the electronic repository of the institution or to publish it as part of a monograph), provided that the link to the first publication of the work in this journal is preserved.

Formation of issues
Articles are accepted on an ongoing basis. Materials that have successfully passed the review stage and received a favorable response from experts are accepted for publication. All article files are archived and stored directly on the journal website in the "Archive" section.
Each issue is recommended for publication by the Academic Council of the State University of Information and Communication Technologies.
The cost of publishing an article is:
- 72 UAH/page – for employees and students of the State University of Information and Communication Technologies;
- 102 UAH/page – for external authors who are not employees of the State University of Information and Communication Technologies.
Students of the third level of higher education of the University are exempted from payment (contributions) for processing, reviewing and publishing articles if they study at the expense of the state budget and the article was written by them alone (without co-authors).
Payment for publication of the article is made after its revision by the author (if necessary) and confirmation by the editorial office of the article's compliance with the requirements for publication in the journal.
