It is<br>emphasized that the formation of an open, secure and inclusive information space is a<br>key factor in strengthening national security, developing the digital economy and<br>supporting democratic processes.<br>The need for a comprehensive approach to management is substantiated,<br>combining institutional, regulatory, technological and socio-humanitarian aspects.<br>Particular attention is paid to the harmonization of national policy with international<br>standards and best world practices, as well as the involvement of the public and expert<br>circles in the formation of policy in the field of information space development. The<br>emphasis is on the need to strengthen the institutional capacity of government bodies,<br>develop the digital literacy of the population and stimulate innovative activity.<br>The article emphasizes that strategic management must meet the requirements<br>of transparency, openness and efficiency, contributing to the formation of a high-tech<br>state and strengthening social trust. Directions for improving state policy in this area<br>are proposed to increase Ukraineʼs competitiveness and its integration into the global<br>information environment.<br>The article also emphasizes the importance of flexibility in management<br>decisions and the implementation of modern information and analytical systems that<br>allow for rapid adaptation to new challenges. Special attention is paid to the<br>development of state partnerships with the private sector and civil society, which will<br>contribute to the introduction of innovations and the formation of a digital economy.<br>The need to develop cyber defense systems, media literacy, and an archetypal<br>approach to strengthening information independence is emphasized. The article offers<br>scientifically based recommendations for improving state policy for the development of<br>Ukraineʼs information space, taking into account global challenges and socio-cultural<br>features, which will become the basis for the formation of a competitive, safe, and<br>democratic digital state.</p> <p><strong>REFERENCES</strong><br>1. Andrushko) ##submission.copyrightStatement## 2025-06-27 2025-06-27 2 9 18 FINANCING THE ARMED FORCES OF UKRAINE UNDER MARTIAL LAW: PROBLEMATIC ISSUES AND THE SEARCH FOR AN OPTIMAL MODEL https://journals.duikt.edu.ua/index.php/public/article/view/3218 <p>In the context of the large-scale invasion of the Russian Federation into<br>Ukraine and counteraction to its armed aggression, the issue of the need to maintain an<br>adequate level of Ukraineʼs defense capability is becoming more urgent, which requires a<br>significant increase in state spending on the security and defense sector of the state and the<br>improvement of relevant financial mechanisms in this direction.<br>The purpose of the article is to study the trends in state financing of the Armed Forces<br>of Ukraine under martial law, to identify problematic issues in this area, and to develop<br>proposals for the rational distribution of budget funds allocated to financing the armed forces.<br>The analysis of state expenditures of the Ministry of Defense of Ukraine in 2021–2024<br>by the main areas of financing the armed forces shows that in recent years, approaches to<br>forming the state defense budget and bringing them into line with NATO standards have been<br>gradually changing in Ukraine.<br>The stateʼs regulatory and legal framework defines priority and strategic goals for the<br>development of the Armed Forces of Ukraine, namely: unified leadership of the defense forces<br>in accordance with NATO principles; an effective system of planning and resource&nbsp;management; the formation of operational defense capabilities; ensuring social protection of<br>military personnel and the creation of the necessary military reserve.<br>The implementation of the above priorities and strategic goals can be ensured through<br>optimization and rational use of budget funds allocated to the financing and development of the<br>Armed Forces of Ukraine.</p> <p><strong>REFERENCES</strong><br>1. The limitations of existing digital tools are described,<br>and obstacles to the full transition to electronic document management and data<br>integration are highlighted. Uruzbaieva) ##submission.copyrightStatement## 2025-06-27 2025-06-27 2 31 40 SOCIOLOGY OF PUBLIC ADMINISTRATIONAS A SCIENTIFIC DIRECTION AND A SPHERE OF PRACTICAL ACTIVITY https://journals.duikt.edu.ua/index.php/public/article/view/3220 <p>The use of sociological methods to measure public opinion has become<br>an important part of the influence of these tools on the development of social technologies<br>in public administration. In particular, they allow studying political and administrative<br>reforms not only from the point of view of their relationship with generalized indicators<br>of the countryʼs development, but also with the opinion of the population, etc. Recently,<br>the volume of research on the social effectiveness of public administration has been<br>growing, and this growing volume of research has borrowed an interdisciplinary<br>approach to the analysis of public administration systems. The article confirms that&nbsp;sociology is closely related to the study and practice of public administration in various<br>aspects.<br>The purpose of the study, the results of which are highlighted in this article, was<br>to determine the object-subject area of the scientific direction of sociology of public<br>administration, taking into account the scope of its practical application.<br>In the process of research, it is shown that the main instrument of mutual influence<br>of the governing and governed social systems is public opinion, the content of which<br>determines the willingness of individual individuals and groups to follow the proposed<br>social norms in everyday practice. Using sociological methods of diagnostics,<br>prognostics, programming and monitoring of public opinion, public authorities<br>determine the ways of forming on its basis the conforming behavior of members of society,<br>which allows the political elite not to lose the trust of the people.<br>The author claims that the sociology of public administration is a kind of<br>«cornerstone» of information and analytical support of public administration processes<br>- an interdisciplinary branch of social sciences that studies the system and processes of<br>public administration that are formed in the process of social development in the<br>conditions of interaction of management systems with other social systems and individual<br>individuals; management mechanisms of social changes; patterns of social actions and<br>behavior of people included in the management system.<br>It is determined that the sociological component of information and analytical<br>support of public administration processes is a permanently cyclical system of<br>diagnostics, forecasting, programming, planning and monitoring, both of social<br>processes as a whole and of public administrative influence on them.</p> <p><strong>REFERENCES</strong><br>1. Only a strong state can resist the erosion of national-state<br>identity, which is associated with modern processes of globalization. The main features<br>of such a state should be: the effectiveness of economic transformations; effective<br>administration with a minimum of bureaucracy, control of corruption and bribery;<br>maintaining a high level of transparency and accountability of government institutions;<br>legitimacy and stability of the state, etc.<br>At the same time, it has been determined that today the state has difficulty<br>preserving its national identity, as transnational corporations are destroying the<br>established state system; the sharp mobility of the population is increasing, socioeconomic contradictions between regions are intensifying, etc.<br>The idea that in a globalizing world, there is free competition that stimulates<br>innovation, reduces prices and benefits the consumer is nothing more than an illusion. In<br>fact, food, medicine, information - everything that is used by every person every day is<br>controlled by a few investment firms.<br>The content of the concept of «stakeholder capitalism» is analyzed, which is that<br>if corporations no longer think exclusively about achieving profit, literally at any cost,<br>then the perception of them in the public consciousness will change – corporations appear<br>as a source of goodness, justice and competence, in contrast to the government, which<br>does not care about the population and constantly leads the situation into crisis.<br>The article analyzes the activities of BigTech - the largest technology companies<br>that create their own ecosystems: Amazon, Microsoft, Google, Alibaba, Meta (Facebook),<br>etc., a huge resource that is expressed in money and talents.</p> <p><strong>REFERENCES</strong><br>1. Therefore, Ukraine needs to form a new<br>theoretical basis and a practical system of state-administrative means to promote its own<br>national interests in the world information arena. The priority task in this direction is the<br>development and scientific substantiation of the theoretical and methodological<br>principles of the formation and implementation of the international information policy of<br>Ukraine in the context of digital transformation.<br>One of the components in the study of international information policy is the<br>category of «diplomacy», diplomatic service. In scientific circulation we find various<br>names and definitions of diplomacy: this is digital diplomacy, and, electronic diplomacy,<br>and, diplomatic service, etc. All these concepts are undoubtedly related to public<br>administration in the field of international information policy of Ukraine, determine the<br>strategic course, as well as political and state tasks in the information-analytical,<br>organizational and managerial spheres.<br>In the 21st century, with the development of information and communication<br>technologies, the era of digital technologies is coming, the role of social networks is<br>increasing, which today are an alternative to traditional means of communication for<br>receiving, distributing and exchanging information. In the modern realities of the global<br>development of the information society, the theoretical and methodological foundations<br>(categories, patterns, principles, methods, concepts, models, systems) of the formation<br>and implementation of Ukraineʼs international information policy in the context of digital<br>transformations are clearly becoming the subject of scientific research, the result of<br>which are numerous works by many foreign and domestic scientists. In the context of ongoing reforms aimed at modernising administrative<br>processes and increasing transparency within government institutions, blockchain<br>emerges as an innovative tool grounded in openness, data immutability, and<br>decentralisation. The authors highlight Ukraineʼs successful initial applications of<br>blockchain solutions, particularly in the creation of an open land cadastre and the<br>registration of property rights. These practices contribute to reducing corruption risks,<br>strengthening public trust in government institutions, and ensuring the secure storage of<br>critical data. At the same time, the study identifies key challenges that hinder the full<br>implementation of this technology. Among them is the insufficient development of digital<br>infrastructure, especially in rural areas, where the lack of high-speed internet access<br>impedes the effective deployment of blockchain platforms. The article also underscores<br>the urgent need for a comprehensive legal framework that will recognise the legal validity<br>of blockchain-based electronic records and provide reliable protection of personal and<br>registry data from unauthorised access. It is emphasized that in the current conditions, the<br>focus of digital transformations on people poses a challenge for Ukraine as a modern<br>democratic state with its mandatory dimensions.<br>The thesis on the need for official recognition of the human-centeredness of digital<br>transformations as a security imperative of the Ukrainian state at the current stage of its<br>functioning is substantiated.<br>The semantic essence of the concept of human-centeredness of digital<br>transformations is defined.<br>It is emphasized that anthropocentrism as a security imperative has a direct<br>impact not only on the efficiency and effectiveness of the functioning of public authorities<br>and the public administration system in particular, but also, in general, on such<br>components of the modern Ukrainian state as: authority, image, trust.<br>It is noted that the human-centric efficiency of digital transformation processes<br>should become a prerequisite for the functioning of Ukraine as a successful digital state.<br>It has been determined that the basis of the human-centricity of a digital state<br>should be maximizing the quality of service to citizens, increasing the efficiency and<br>effectiveness of public authorities through the development and application of the latest<br>IT systems and public e-services.<br>It is noted that the online system of public services «Diya» can be considered a<br>successful implementation of the stated ambitions.<br>It was emphasized that digital rights should now be recognized as modern human<br>rights in the information society. The authors emphasize that digital tools determine the<br>innovative potential of modern states, affect the efficiency of management processes,<br>transparency of procedures, social justice and the level of trust in government.<br>Particular attention is paid to the Ukrainian context of digital transformation in<br>the context of martial law, which led to the emergency introduction of new forms of<br>management, digital services and regulatory solutions. Examples of the systems «Diya»,<br>Prozorro, Ukraine's participation in the «Digital Europe» program, as well as high<br>results in international e-government rankings (EGDI, E-Participation) are considered.<br>The paper presents a comparative analysis of digital governance models in leading EU<br>countries (Sweden, Austria, Poland, Estonia), focusing on cultural and civilizational<br>factors and the absence of a universal model of a digital state.<br>Barriers to the implementation of digital solutions in Ukraine are identified: the<br>lack of a single model, weak regulatory framework, limited analytical support. Given the stateʼs strategic course towards European<br>integration, reforming the public administration sector, and adapting to the challenges<br>of wartime, digitalization is considered a key factor in the modernization of the<br>management system.<br>The study outlines the main digital challenges facing public administration:<br>uneven digital infrastructure between regions, fragmentation of information systems,<br>insufficient level of digital competencies of civil servants, weak interdepartmental<br>coordination, and legal uncertainty of digital processes. Institutional constraints are<br>identified, including: inertia of management structures focused on bureaucratic logic;<br>lack of regulatory support for digital initiatives; formal approach to digital services;<br>imitation of transparency in the absence of real control mechanisms.<br>In order to illustrate the real state of digitalization, examples of three landmark<br>national projects – «Diya», Prozorro and eHealth – are considered. Their<br>achievements, institutional barriers and systemic problems of scaling are analyzed.<br>Strategic directions for overcoming institutional barriers are outlined: updating<br>the regulatory framework of digital governance, implementing institutional<br>mechanisms for interagency interaction, developing digital competencies in the civil<br>service, strengthening cybersecurity and ensuring feedback with users of public eservices. Particular attention is paid to the shift in the management<br>paradigm from the traditional hierarchical model to a network-oriented, knowledgecentric public administration based on digital competence, access to information flows<br>and strategic platform management. The focus of the study is the phenomenon of<br>netocracy as a new type of power transformation, in which legitimacy moves from<br>official mandates to digital reputation and influence in the information space.<br>The relationship between digital technologies, public services, algorithmic<br>management and new sources of legitimation is analyzed. It is emphasized that digital<br>transformation is not limited to the technical improvement of public services, but is a<br>deep systemic change in management logic that integrates elements of openness, anticorruption, social inclusion and adaptability.<br>The Ukrainian case study – the «Diya» platform and the activities of the Ministry<br>of Digital Transformation of Ukraine as examples of the implementation of digital<br>governance built on netocracy principles – is examined. The potential of digitalization<br>for ensuring sustainable development, improving the quality of governance and<br>implementing citizensʼ digital rights is revealed.<br>The challenges of the digital age are separately analyzed: issues of<br>cybersecurity, digital sovereignty, risks of algorithmic discrimination, accessibility of<br>digital services for vulnerable groups of the population.
